The regional public organization "Center for Internet Technologies" (ROCIT) has developed a categorizator of destructive content. According to the creators, it will make it easier to limit the distribution of messages with a negative connotation. Over time, the categorizator will become the basis for a corresponding register. The innovation is a movement of the media towards self-regulation and at the same time creates risks of excessive censorship of content, RSpectr's interlocutors believe.
ADDITION OF TWO REGISTERS
The initiative to create a self-regulatory content writing service
registry of toxic content on the Internet was considered at a meeting of the Council for the Development of Civil Society and Human Rights (HRC) in December last year.
The problem was raised at a meeting of the president with members of the Human Rights Council by the Chairman of the National Anti-Corruption Committee Kirill Kabanov. According to him, over the past 15 years, a negative and aggressive behavioral scenario has been actively broadcast in online teenage and youth groups, including self-affirmation through violence and humiliation of others.

The President of JSC Cribrum, Igor Ashmanov, added at the meeting that
To neutralize the risks of discrimination against citizens on the Internet, traffic rules are needed in the online space
The mechanism for categorizing destructive content proposed by ROCIT can be considered as another logical step by the authorities to regulate the media space, Sergey Gataullin, Dean of the Faculty of Digital Economy and Mass Communications at MTUCI, explained to RSpectr. He specified that the corresponding register will complement the work of the Unified Register of Prohibited Information of Roskomnadzor (RKN) in terms of moral and ethical standards.
The RKN registry and the destructive content categorizer have different goals and volumes, so they can exist in parallel, says Yefim Kazantsev, a member of the commission on legal support for the digital economy of the Moscow branch of the Association of Lawyers of Russia.
The registry of prohibited information is a collection of pointers to specific content, the distribution of which is prohibited. And the registry with data on destructive content, judging by its description, will not contain exact links to the content, but only signs that characterize it, categorized by various topics, he explained to RSpectr.
Efim Kazantsev, Moscow branch of the Association of Lawyers of Russia:
– The purpose of the first is to block the resources included there, the second is prevention in relation to content that may be considered prohibited and entail restriction of access to the site that posted the information.
The RKN registry is state-owned, while ROCIT is creating its own, privately owned, explained Pavel Katkov, a member of the Committee of the Chamber of Commerce and Industry of the Russian Federation on Entrepreneurship in the Sphere of Media Communications, in an interview with RSpectr. He noted that.
